TAKE ACTION: Strengthen LA County's Equity In Infrastructure Plan
The LA County Department of Public Works has released its Abridged Equity Framework 2025–2030 — a welcome step forward for equity in infrastructure planning.
The Framework sets important intentions but its effectiveness depends on the Implementation Plan that follows. Help us urge the LA County Department of Public Works to draft an Implementation Plan that delivers measurable, lasting results.
We recommend the Plan includes the following:
- Clear timelines, budget allocations, and roles to ensure goals are actionable and measurable.
- A public dashboard and annual reporting on project status, funding, and equity performance.
- Transparency in budget equity and project prioritization to ensure resources reach historically underserved communities.
- Ongoing, respectful consultation with Tribal governments and opportunities for co-governance.
- Integration of climate resilience and multi-benefit projects to address environmental justice.
- Equitable workforce development with local hiring targets, career pathways, and partnerships with labor unions.
- A Community Equity Advisory Board and a bench of trusted CBO partners to lead outreach and engagement, while preventing community engagement fatigue.
- Interdepartmental consultation procedures to ensure multi-benefit, integrated, and resilient projects.
Why This Matters
The Equity Framework is a critical first step — but the Implementation Plan is where equity commitments will be tested and proven. By embedding accountability, transparency, community leadership, and interdepartmental collaboration, we can ensure this is not just another plan, but a living roadmap for a more just, resilient, and inclusive Los Angeles County.
