Bio:
Enrique Huerta is our Senior Director of Policy and Legislation and a leading policy expert in climate resilience and extreme heat advocacy. Since 2021, Enrique has been a driving force in California’s extreme heat adaptation landscape, specializing in the creation of landmark heat protection mandates and programmatic infrastructure. His work is defined by a unique ability to secure legislative wins even when traditional bill paths stall.
Enrique has played a pivotal role in delivering historic worker protections, including the 2024 Indoor Worker Heat Standard. His influence extends into data-driven governance, having co-designed the nation’s first daily-updating health-based extreme heat mapping tool and the Extreme Heat Syndromic Surveillance System to enable real-time emergency response.
A veteran coalition builder, Enrique organized the Integrated Climate Committee on Extreme Heat, a powerful 106-organization collaborative. From codifying the state’s Extreme Heat Action Plan to securing $450 million in dedicated funding through Proposition 4, Enrique continues to redefine how California protects its most vulnerable populations from the rising threat of extreme heat.
He is a beaming alumnus of the California State Polytechnic University, Pomona, with an undergraduate degree in Urban and Regional Planning and a Master of Science degree in Regenerative Studies.
